Step 4 - Some layering work
Ctrl + Click on the layer containing the circle, and than click on the layer containing the picture (in the layers window) and click Ctrl+ C, create a new layer (Shift + Ctrl + N), and press Ctrl + V inside the new layer to do the pasting as shown in the picture.
