Step 4 - Adding the glow
CTRL-click the layer/shape which creates a selection.  Then Go to Select>Modify>Contract>1 Pixel>OK.

Now select the gradient tool and a lighter color, I will use #85f07a.

Change the gradient type to Radial on the top.

Create a New Layer (CTRL+SHIFT+N) or Layer>New>Layer

Then start the gradient tool at the bottom of the canvas and pull it up to about 75% of the way up to the top of the canvas to create the first gradient.  Should come out with something similar to the attached screenshot.
