Step 3 -
Create a new layer, and make a rectangle selection with the rectangular marquee tool.

Now, with the foreground colour set to a lighter grey, click and drag the gradient from the top of the rectangle, to about half way down.

Change the foreground colour to a darker grey, and repeat the process, but in an upwards motion.
